A major redevelopment could bring more than 430 rental homes to the former Marsh office block site on Queen's Road in Norwich.
Plans submitted by Norwich Victoria Limited propose family homes, green spaces and business units.
he design includes tower blocks up to nine storeys, with new pedestrian priority streets and over 600 cycle spaces.
Norwich City Council is expected to consider the plans in the new year.
