Norfolk County Council is developing a new redundancy support package after a report warned the county could face up to 15,000 job losses in the coming years.
The 12-month pilot will create an online portal offering help to businesses and workers with referrals for tailored one-to-one support where needed.
It follows major cuts at Lotus Cars and NHS Integrated Care Board alongside wider economic pressures.
The council says the scheme will ensure support is available to firms of all sizes.
