Norwich Council has divided over calls to restrict protests outside the Brook Hotel, which houses asylum seekers.
Green councillor Ian Stutely wants a public space protection order to curb night-time gatherings, filming and the display of national flags, citing harassment and intimidation.
But the Labour-run council says such a ban would breach human rights, adding police already have powers to tackle criminal behaviour and have made several arrests since protests began in the summer.
