Neto Borges nearly opened the scoring for Bristol City, seeing his curled shot hit the outside of the post and go wide.
At the other end, Norwich nearly found an opener through Oscar Schwartau. The Dane got up to meet Jack Stacey's cross, but the header was wide of Radek Vitek's post.
Vladan Kovačević was then called into action, getting down well to push away a strike from Emil Riis.
In the second half, a fine sweeping move from Norwich nearly resulted in the opener. Schwartau's ball across goal was met by Marcondes, but Vitek made a good stop.
Bristol City took the lead 15 minutes from time, as Mark Sykes was left unmarked at the back post for a tap in.
The Canaries nearly found an equaliser via Stacey. Ante Crnac's surging run saw the Croatian cross towards the back post, with Stacey's effort being saved by Vitek again.
Bristol City would claim all three points at Carrow Road, with the Canaries still searching for their first home win of the season.
