The leader of Norwich City Council has accused opposition councillors of becoming hysterical over plans to postpone local elections.
Labour leader Michael Stonehart says the delay would save money and allow time for local government reform.
But Green Party leader Lucy Galvin warned the move risks undermining democracy.
