A second foam pollution incident in a year has hit the River Thet in Thetford, killing fish and driving away wildlife.
The Thetford River Group said it was devastating and demanded legal action against those responsible.
The Environment Agency has confirmed it is investigating and testing samples, warning the public to avoid contact with the river until the source is known.
