A care home in Norfolk has been placed into special measures after a critical inspection.
The Care Quality Commission rated Winchley Home in West Winch as inadequate.
Inspectors found failures in care planning, medicine management and staff training.
They said residents were not always kept safe or treated with dignity.
The home's operator says an action plan is in place to address the concerns.
