Norfolk County Council says the government has approved a key financial decision linked to the Norwich Western Link.
Ministers have agreed a capitalisation direction allowing previously awarded grant funding to cover costs on the original scheme which was halted.
The move removes the significant financial risks from the council's budget.
Leaders say it clears the way to focus on developing an alternative solution to improve congestion around Norwich.
