The leader of Norfolk County Council has criticised councillors who quit to try to force by-elections after elections were postponed, saying it wastes public money.
Conservative leader Kay Mason Billig said each by-election costs around £25,000 and accused members of trying to make political points.
Several councillors say resigning allows voters their democratic say, but the council insists reorganisation must come first.
